Guinea Bissau arrests suspected counter-coup bid leader

BISSAU (Reuters) - The suspected leader of a failed October 21 counter-coup attempt in Guinea-Bissau was arrested on Saturday, witnesses and a security official said.

Captain Pansao Ntchama, a bodyguard to the then head of the army under ousted Prime Minister Carlos Gomes Junior, and four other suspects were detained at a farm on an island near the West African country's capital Bissau.

"Ntchama and his men have been incarcerated in a cell at the headquarters of the armed forces," an army officer told Reuters, requesting not to be named.

On Monday, a spokesman for Guinea-Bissau's caretaker government said Ntchama had used a vehicle belonging to a former member of Gomes Junior's government to carry out the October 21 attack on an air force base in which seven people were killed.

Tensions between Guinea-Bissau and its former colonial ruler Portugal have soared since a military coup in April derailed a presidential election that Portuguese-backed Gomes Junior was widely favored to win.

Guinea-Bissau has accused Portuguese authorities of seeking to return Gomes Junior - in exile in Portugal - to power and said Lisbon was behind the failed counter-coup bid.

The April election was meant to shore up stability in the impoverished cashew-producer nation, which has earned a reputation as a haven for Latin American drugs cartels ferrying cocaine to Europe.

Gomes Junior was released by the military after the coup but forced to leave the country under a deal brokered by the West African regional bloc ECOWAS. He has said he hopes to return to Bissau to rule.

The caretaker government said this week it had sent an extradition request to Portugal for Gomes Junior.

Romney claims Obama made economy worse

AMES, Iowa (AP) ? Seizing on fresh evidence of economic sluggishness, Republican challenger Mitt Romney said Friday that President Barack Obama inherited a bad situation when he took office and then "made the problem worse." Obama looked ahead to the second term he's hoping to win.

Referring to the two top Republicans in Congress, the president said he was prepared to "wash John Boehner's car" or "walk Mitch McConnell's dog" if it would help complete an elusive deal to cut future deficits by trillions of dollars.

The two campaign rivals faced a common danger as the end of their race came into view: a large and dangerous storm threatening to barrel up the East Coast. Romney and Vice President Joe Biden each canceled planned weekend appearances in Virginia Beach, Va.

Romney was unsparing in his criticism of the man he hopes to unseat. "Despite all that he inherited, President Obama did not repair our economy, he did not save Medicare and Social Security, he did not tame the spending and borrowing, he did not reach across the aisle to bring us together," the former Massachusetts governor said.

"Four years ago, America voted for a post-partisan president, but they have seen the most political of presidents, and a Washington in gridlock because of it," he added.

The Republican challenger borrowed a theme from Obama's successful 2008 campaign, saying he and running mate Paul Ryan "can bring real change to this country." And he tweaked a line that former President Bill Clinton unveiled at this summer's Democratic National Convention, saying, "This is not the time to double-down on trickle-down government policies that have failed us."

Democrats delighted in pointing out that Romney spoke outside Kinzler Construction Services, which benefitted from more than $650,000 in stimulus funding from the 2009 package Obama that signed into law ? and the Republican nominee often criticizes.

Romney campaigned in Iowa and Ohio as national polls showed a tight race. Though his aides claimed momentum, citing recent polls, Obama's team said the president led or was tied in each of the nine battleground states where the two sides have concentrated hundreds of millions of dollars in television commercials over the past five months.

Back in the White House after his long day and night and day of campaigning, Obama said he looked forward to trying to reach a deal with congressional Republicans on a sweeping budget deal if he wins re-election. Asked by radio show host Michael Smerconish if he would make the first move, the president replied, "I've said I'll do whatever's required to get this done.

"And I think the key that the American people want right now is for us to tackle some big challenges that we face in a commonsense, balanced, sensible way." That was a reference to one of his biggest differences with Romney ? his insistence that tax cuts be allowed to expire at upper incomes on Dec. 31, as opposed to Romney's insistence that they be extended.

Obama has been under pressure from Romney in recent days to be more specific about a second-term agenda, and he released a 20-page pamphlet earlier this week. He also had interviews with MTV and several battleground-state television stations on his schedule for the day.

Later, in a live interview with MTV, he urged younger voters to cast their ballots, saying, "there's no excuse" not to.

"In 2000, Gore versus Bush, 537 votes changed the direction of history in a profound way and the same thing could happen," he said. That was Bush's contested margin of victory in Florida, the state that decided the election in a race that went to the Supreme Court.

The two sides disagreed ? of course ? on whether the political battlefield was expanding.

First Romney, then Obama, launched a modest run of television ads in Minnesota, where neither side had made a significant effort to date. The Republican's aides claimed an opportunity to make a state competitive that had long been counted as safe for Obama. The president's side disputed that, insisting that its ads were aimed at voters in Wisconsin, the battleground next door.

Obama's strategists appeared concerned about the impact of Romney's persistent attacks on the president's position on Israel, airing a commercial in the West Palm Beach, Fla., area, home to a large number of Jewish voters. "As long as I'm president of the United States, Iran will not get a nuclear weapon," the president vows in the ad, addressing fears that Tehran would attempt to obliterate the Jewish state.

The ad's subject matter, foreign policy, was a rarity in a campaign for the White House focused largely on the economy and jobs.

Romney vows to put his experience as a businessman to use to create 12 million jobs in four years in a country where unemployment only recently fell below 8 percent for the first time since Obama took office. The president claims progress during his term on fixing the economy, though conceding it hasn't been fast enough, and says Romney's policies would only make matters worse.

There was little indication that the economy was gathering much momentum, based on a Commerce Department report during the day, which said growth from July through September was slightly faster than a 2 percent annual rate. Growth so far this year is slightly less than in 2011, which was weaker than 2010. Officials said the current annual rate is too slow to bring a rapid boost in job creation.

Not all economy-related soundings were negative.

A prominent measure of consumer confidence, calculated by the University of Michigan, rose to its highest level since September 2007, three months before the nation's economy cratered and the credit system virtually shut down.

Romney's aides billed his remarks as a speech about the economy although it was more political than that.

"Four years ago, candidate Obama spoke to the scale of the times. Today, he shrinks from it, trying instead to distract our attention from the biggest issues to the smallest, from characters on Sesame Street and silly word games to misdirected personal attacks he knows are false," he said.

Romney personalized his message at Friday's final campaign stop on frigid night in North Canton, Ohio: "How many single moms these days are scrimping and saving so they can put a good meal on the table at the end of the day for their kids?" Romney asked with Ryan at his side, later adding, "It's time to have a president and a vice president who care more about the people than care about politics."

The Republican's statement that it was no time to "double down on trickle down government policies" was eerily like Clinton's criticism at the Democratic convention. "We simply cannot afford to give the reins of government to someone who will double down on trickle down," the former president said, referring to policies he said Republicans had tried in the past with poor results.

The Romney campaign moved swiftly to try to lay one controversy to rest.

Former New Hampshire Gov. John Sununu suggested in an interview on Thursday that retired Secretary of State Colin Powell had endorsed Obama because both are black. Sununu later issued a statement that said, "I do not doubt that it was based on anything but his support of the president's policies."

2 men acquitted under new US gay hate crime law

(AP) ? The first U.S. prosecution under a new federal law against anti-gay violence ended with a Kentucky jury acquitting two cousins of hate-crime charges while finding them guilty of kidnapping in a 2011 attack on a gay man.

Prosecutors had argued that Anthony Ray Jenkins and his cousin David Jason Jenkins attacked 29-year-old Kevin Pennington at a rural state park because of Pennington's sexual orientation, violating a hate crime law that was expanded in 2009 to cover assaults motivated by bias against gays, lesbians and transgender people.

It was not clear why jurors late Wednesday rejected that argument. They were whisked away immediately after delivering the verdicts and did not make any comments.

Anthony Jenkins' attorney, Willis Coffey, said after the trial that jurors didn't find Pennington's account of the events credible.

"You'd like to have an acquittal on all counts, but he's happy he was found not guilty of a hate crime," Coffey said of his client. "So am I."

Prosecutors said they would issue a statement later.

Government attorneys have said this is the first U.S. prosecution charging a violation of the sexual orientation section of the Matthew Shepard-James Byrd Jr. Hate Crimes Prevention Act passed in 2009.

Pennington held hands with family members and let out an audible sigh when the not-guilty verdicts on the hate-crimes charges were announced. He left the courtroom without talking to news reporters.

Jimmy Jenkins, an uncle who raised Anthony Jenkins, dropped his head into his hands and cried when the cousins were found guilty on the charges of kidnapping and conspiracy to a kidnapping. They are scheduled to be sentenced on Feb. 21.

Throughout the trial, the defense argued that any dispute between the Jenkinses and Pennington was over a drug deal gone sour.

Andrew Stephens, the attorney for David Jason Jenkins, argued that his client had at least 21 beers on the day of the assault and was too drunk to have formulated a plan for such an attack.

"These people who were stoned and drunk were going to form a plan? When this event took place, they were all about drugs," Stephens said.

Coffee argued that Anthony Jenkins has an IQ of roughly 75 and was merely a follower who does not hate gay people. He called the allegations "the nearest thing to nothing I have ever seen."

Coffey said Pennington pushed the idea that he was attacked for being gay to serve his own political agenda. Coffey invoked the name of President Barack Obama, who is unpopular in Kentucky and lost badly in the state four years ago.

"If the government and President Obama want to bow to the special-interest groups, that's their business, but they picked the wrong case," Coffey said.

U.S. Justice Department civil rights attorney AeJean Cha told jurors that the Jenkins cousins and two women planned to kidnap, beat and kill Pennington because of his sexual orientation.

"This is not about drugs, this is about the fact that Kevin is gay," Cha said.

Hawkins also played a tape of Pennington's 911 call after the attack. On the tape, Pennington's voice can be heard cracking as he tries to describe the attack and relay information about the Jenkinses.

"They're trying to kill me," Pennington told the 911 operator on April 4, 2011. "I didn't know what they were going to do. I think it's because I'm gay."

The star running back tries to lead the Vikings to their first 5-0 home start since 2009 on Thursday night against a Buccaneers team that's dropped nine straight on the road since its last trip to Minneapolis.

With Christian Ponder throwing for a season-low 58 yards and getting intercepted twice for the third consecutive week, Minnesota (5-2) totaled a season-low 209 yards in last Sunday's 21-14 victory over Arizona. The Vikings had just two first downs outside their two first-half touchdown drives and punted five consecutive times in the second half following rookie Harrison Smith's 31-yard interception return for a score.
However, Peterson ran for a season-high 153 yards and a touchdown, and the defense registered seven sacks to lift its season total to 22 - tied for third in the league.

Ponder has connected with Percy Harvin 53 times and tight end Kyle Rudolph already has five TDs, but the team is 27th in the league in passing with 203.4 yards per game. The Vikings, though, are off to their best start since opening 6-1 in 2009 thanks to Petersen spearheading a running attack that's seventh in the NFL (132.3 ypg) and a defense ranked ninth at 319.7 yards allowed per contest.

"You want to be able to throw the ball as well as run the ball effectively, but there are times where something is being taken away you have to be good in other areas," coach Leslie Frazier said. "Fortunately for us, we're at a point as a team where we can make up for deficiencies in other areas."
Many thought the running game would be a weakness with Peterson just 10 months removed from a torn ACL and MCL, but the four-time All-Pro back is tied for third with 652 yards - seven behind league-leader Arian Foster.

"We're definitely relying on our run game, and that's not a bad thing," Frazier said.

Peterson, who ran for 120 yards and two scores in last year's 24-20 home loss to Tampa Bay, could set a Vikings record with a 30th 100-yard rushing game.
"Peterson is as good as they get," Buccaneers coach Greg Schiano said. "? He runs with an attitude. We need to play run defense with an attitude. We have and we will."
Tampa Bay's run defense is third-best in the league, allowing 76.0 yards per game. However, the club is 31st in passing defense (323.0 ypg) after yielding 377 in last Sunday's 35-28 loss to New Orleans.

The Buccaneers (2-4) couldn't hold on to a 21-7 first-half lead as they failed to score in two second-half red-zone opportunities, but the offense is showing some positive signs behind quarterback Josh Freeman.

CAUCE, MAAWG, London Action Plan release "Best Practices to ...

New Online and Mobile Best Practices Clarify Business and Governmental Security Tactics

Baltimore, Oct. 24, 2012 ? A cooperative international report available today outlines

Internet and mobile best practices aimed at curtailing malware, phishing, spyware, bots
and other Internet threats, and provides a thorough review of current and emerging
threats. ?Best Practices to Address Online and Mobile Threats? is a comprehensive
assessment of Internet security as it stands today and explains in non-technical language
the proactive steps that can help mitigate risks, according to the report?s two major
contributors, the Messaging, Malware and Mobile Anti-Abuse Working Group (M3AAWG) and the
London Action Plan (LAP).

The report is also one of the first global efforts to encourage governments to deploy best
practices, which are more often associated with businesses. It focuses on four major
areas of concern: malware and botnets, social engineering and phishing, IP and DNS
exploits, and mobile threats. To encourage government participation, it has been
presented to the 34-member country OECD (Organisation for Economic Co-Development) for
review.

?Best Practices to Address Online and Mobile Threats? draws on the tactics that have
proven effective over the past decade to reduce online risks, then augments these with
forward-thinking recommendations for emerging vulnerabilities, such as mobile text spam
and Web abuse. The comprehensive report is available here:

The report is also available via the London Action Plan site and by way of the Messaging
Anti-Abuse Working Group site.

?As a globally cooperative effort, the report brought together an unprecedented team of
experts who outlined safe computing tactics in uncomplicated, accessible language for
end-users, large and small businesses, and governments. This is also one of the first
efforts to update industry recommendations recognizing that public agencies are important
online enterprises, and just as companies need to implement best practices, so do
governments,? Alex Bobotek, M3AAWG co-chairman said.

CAUCE President John Levine noted "We were honored to work with Industry Canada, M3AAWG,
and the other organizations. Online security is such a massive problem that working
partnerships among governments, business, and non-profits such as CAUCE is the only
logical way forward to deal with these issues."

The international community collaboratively stepped up to generate the report in a
public-private partnership led by Andr? Leduc, Manager of the National Anti-Spam Coordinating
Body at Industry Canada. Industry experts from M3AAWG, LAP and other
organizations, such as CAUCE, contributed to it.

CAUCE President John Levine, and Executive Director Neil Schwartzman were part of the
Paris delegation that presented the report to the OECD committee on consumer protection,
it was also reviewed by the Working Party on Information Security and Privacy (WPISP).
Online threats are evolving as Internet and mobile technologies play a more vital role in
many business models, attracting cybercriminals who target users on popular platforms such
as laptops, tablets, smartphones and other handheld devices. As the Internet economy
grows, implementing the best practices detailed in the report will help reduce illegal
activities such as spam, phishing, malware and spyware distribution, botnet deployment,
the redirection of Internet traffic to malicious websites and denial of service attacks.
