Daredevil plans record-breaking leap from edge of space

The current record for world's highest skydive stands at 102,800 feet, set in 1960 by US Air Force Captain Joe Kittinger.

An Austrian daredevil plans to leap from nearly 23 miles above the Earth on Oct. 8 in a supersonic plunge that, if successful, will be the world's highest-ever skydive.

If all goes according to plan, a helium-filled balloon will lift off from Roswell, N.M., on Oct. 8 and carry?Felix Baumgartner's custom-built capsule to an altitude of 120,000 feet (36,576 meters). The daredevil will then step out of the capsule into the void, breaking a skydiving record that has stood for 52 years.

Baumgartner's 2,900-pound (1,315 kilograms) capsule was damaged in a hard landing during a July 25 practice run from 97,146 feet (29,610 m), forcing a delay while repairs were made. But on Monday (Sept. 24), officials with Red Bull Stratos ? the name of Baumgartner's mission ? declared the capsule fit for launch and set Oct. 8 as the target date for the skydiver's "space jump."

The all-clear came as welcome news to Baumgartner, who is itching to go.

"I feel like a tiger in a cage waiting to get out," the 43-year-old skydiver said in a statement.

If Baumgartner succeeds on Oct. 8, he will break not only that mark but also the?sound barrier, becoming the first skydiver ever to fall at supersonic speeds, Red Bull Stratos officials said. During the July 25 jump, Baumgartner's top freefall speed was 537 mph (864 kph) ? about as fast as a commercial airliner.

On Oct. 8, Baumgartner hopes to etch his names in the record books for highest skydive, fastest freefall, longest freefall and highest manned balloon flight. But his mission could have scientific value as well, collecting data that could help enable high-altitude escapes from spacecraft, mission officials said.

Red Bull Stratos describes the Oct. 8 attempt as a jump from the edge of space. But space is generally considered to begin at an altitude of 62 miles, or 327,000 feet.

The team is cautiously optimistic that the weather will cooperate on Oct. 8.

"Early fall in New Mexico is one of the best times of the year to launch stratospheric balloons," mission meteorologist Don Day said.

Baumgartner and his team had originally hoped to attempt the record jump in 2010, but they were delayed by a legal challenge that claimed the idea of the dive was suggested to Red Bull by California promoter Daniel Hogan. That lawsuit has been settled out of court, and the mission is moving forward.

New center collaborates with Intel and Society for Science & the Public to drive broad public engagement by combining humanities, arts and sciences

A new center that brings together writers, artists, scientists, engineers and others to cultivate a network of imaginative thinkers to reignite humanity?s grand ambitions for innovation and discovery has opened at Arizona State University.

The goal of ASU?s Center for Science and the Imagination is to leverage the talent of ASU?s faculty and encourage researchers across disciplinary and institutional boundaries to take creative approaches and create broad public engagement around scientific challenges.

Ed Finn has been appointed director of the center. He joined the ASU faculty as an assistant professor with a joint appointment in the School of Arts, Media and Engineering and the Department of English.

?This center seizes a unique opportunity in higher education to bring great minds together,? Finn said. ?We will encourage writers, scholars, designers, artists, engineers and researchers from many disciplines to ask challenging questions and collaborate radically to re-imagine technologies and discoveries just visible over the horizon.?

The Center for Science and the Imagination has two flagship projects, Hieroglyph and Tomorrow Project USA.

Hieroglyph

Building on a partnership with a group of science fiction writers led by Hugo Award winner Neal Stephenson, Hieroglyph is a collaboration between writers and scientific researchers. Its goal is to create techno-optimistic visions of the near future based on technologies and concepts that already are or will soon be realized.

Co-editors Finn and Kathryn Cramer, an award-winning science fiction anthologist, writer and critic, will produce an anthology of near-future narratives from Stephenson and other high-profile authors under contract with HarperCollins. Writers will work with scientists, engineers and others to advance their visions, sharing work in progress and ongoing conversations on hieroglyph.asu.edu. This website will invite researchers, students and the general public to engage with the narratives and one another, as well as to contribute their own responses.

Tomorrow Project USA

The goal of Intel?s Tomorrow Project is to have conversations about the future so that we can make that future better. To further this goal and share productive, science-based conversations with new audiences, Intel is collaborating with the Center for Science and the Imagination. ASU?s new center will host Tomorrow Project USA, a platform for globe-spanning, science-based discussions fueled by a writing competition open to college students everywhere.

?To imagine a better future and then build it, we need to change the story we are telling ourselves about the future we want to live in,? Brian David Johnson said. ?Together with the Center for Science and the Imagination and the Society for Science & the Public, we will explore the kind of futures we want to work toward.?

Working in collaboration with Intel and the Society for Science & the Public, ASU will run an innovative writing competition geared at college students worldwide, asking them to contribute science fiction stories and essays on the theme of green dreams and sustainable futures.

?The Society has provided some of the world?s leading science resources and competitions since its launch in 1921, including the Science News family of publications and the Intel International Science and Engineering Fair, to be held in Phoenix in 2013,? Marincola said. ?These programs provide a tremendous reach to students and the general public and a unique platform to help meet the goal of the Tomorrow Project to foster productive, science-based conversations about the future.?

The Tomorrow Project anthology will be distributed free in print and online through the new website us.tomorrow-projects.com that also will feature interviews and video conversations among scientists, engineers, writers and members of the public. Submissions will be accepted on the site until Dec. 1, 2012 with the winners announced in early spring and a finished anthology distributed at Emerge, Feb. 28 through March 2, 2013.

Art Institute of New York City Digital Filmmaking: Not All Movies Make It

As filmmakers we experience several road bumps along the way, and sometimes that road bump is getting the film made in the first place. SlashFilm posted a pitch video for a proposed Halloween remake by head Storyboard Artist and Animatics Supervisor at Marvel Studios, Federico D'Alessandro. Unfortunately, his proposal was turned down in favor of Rob Zombie's version on the horror classic. Check out D'Alessandro's amazing animatic short below:

Even Paul Thomas Anderson's new film, The Master, almost didn't make it off the ground. Anderson, an Oscar award nominated director, experienced trouble getting a studio to pick up his latest film. But luckily, the daughter of a multibillionaire CEO, Megan Ellison, decided to try her hand at producing movies that were considered "commercially challenging" and picked up Anderson's film. If the thought of a great director like Anderson experiencing trouble getting his film made isn't staggering enough for you, Orson Welles once faced the same trouble - and lost. Welles, arguably the best director of all time, once had an idea for a half-animated, half-live action adaptation of classic childrens book, The Little Prince. Unfortunately, after a rumored meeting between Welles, Walt Disney and his staff went awry, Disney refused to participate. Welles went off to do other projects and the film adaptation of The Little Prince never materialized.

Although a great story and creativity are the major driving forces behind a film, sometimes even those elements can fall short of getting the actual film made. Meeting the right people at the right time is a big factor, which is why networking can be as important to filmmaking as the story itself.

Floods hit parts of Vegas, Navajo land, other areas

Thunderstorms leave Las Vegas under water as flash floods strand motorists and lightning strikes delay flights at McCarran International Airport. NBCNews.com's Dara Brown reports.

Residents in four Southwest states were drying out Wednesday after thunderstorms flooded Las Vegas streets, stranded Navajo families in northern Arizona, left two mobile home communities in Southern California deep in water and caused a dike to fail in a Utah town.?

In the Las Vegas area, the Tuesday storms delayed flights, snarled traffic and prompted helicopter rescues of stranded motorists. A golf course worker was reported missing and a search for the man resumed Wednesday, NBC affiliate KSNV-TV reported.

Television news video showed school buses inching along roads after school east of downtown Las Vegas, and muddy water up to the lower sills of windows of stucco homes in other neighborhoods.


In southeast Las Vegas, authorities urged the residents of about 45 homes damaged by flooding to leave in case electrical fires are sparked.?

Dozens of cars were swamped by water up to their headlights in a parking lot outside the Thomas & Mack sports arena at the University of Nevada, Las Vegas.

Firefighters responded to more than 20 calls about people in stalled cars .

A Las Vegas police helicopter was dispatched during the height of the storm to pluck several people from swamped vehicles on roadways.

More than 1.75 inches of rain were reported in downtown Las Vegas. The rainfall amounts put the region on pace to exceed the 4.5 inches of rain it normally gets in a year.

Tuesday was also the wettest September day on record in Las Vegas, weather.com meteorologist Nick Wiltgen reported.?

Calif. mobile home parks hit hard
In California's Coachella Valley, a thunderstorm on Tuesday dropped more than the average annual rainfall there in one night alone, settling for six to eight hours over Mecca and Thermal, desert towns 150 miles southeast of Los Angeles.

In Thermal, the downpour flooded the Desert Mobile Home Park better known as Duroville, a community of mostly migrant workers with about 1,500 people, including 900 children, that has long been the subject of legal fights as Riverside County officials attempt to relocate residents.?

More than a foot of water stood in the southern end of the park, knocking out power to about 800 people for much of the day.?

"None of us had ever been through anything like this," said Tom Flynn, the court-appointed receiver for Duroville. "That much water in a dilapidated mobile home park was something to see."?

The lack of power knocked out electric motors on both of the park's wells, leaving no fresh water until one was revived and county workers brought several tons of bottled water.?

The park has no paved streets or drainage, and health officials were concerned about overflow from two ponds that serve as the community's sewers.?

Between 60 and 80 people had evacuated from the park and were spending the night at a high school. "The poorest of the poor were hit the hardest," Flynn said.?

St. Anthony's Mobile Home Park in Mecca also was affected, but fared better than Duroville. Video clips showed residents wading through knee-high water and cars creeping through flooded residential streets.?

The storm dropped 5.51 inches of rain near Mecca and 3.23 inches of rain near Thermal, meteorologist Mark Moede said. The average annual rainfall in arid Thermal is just shy of 3 inches, he said.?

"That's an amazing amount of rain," Moede said. "It's unusual anywhere to get a storm that sits stationary for five to eight hours."

Arizona and Utah flooding
On the Navajo Nation reservation in northeastern Arizona, many of Tuba City's roads were underwater and residents stuck in their homes. State Route 264, one of two main arteries in and out of town, was closed after a bridge washed out about a mile outside of the community, Tuba City Chapter Manager Benjamin Davis said.

Flooding was reported in some homes but no residents were displaced, Davis said.

Meanwhile, a dike that broke during heavy morning rain flooded nearly four square blocks in the southern Utah city of Santa Clara. More than 30 homes and business were evacuated after the break.

City Manager Edward Dickie said the dike along a retention pond sent a deluge of water into downtown.

"It didn't just breach. It broke. It's gone," he said, adding that the flooding quickly receded as water drained into rivers and creeks.

Popular pain-relieving medicines linked to hearing loss in women

Headache? Back pain? At the first sign of pain, you might reach for a pain-relieving medicine to sooth your bodily woes.

Analgesics are the most frequently used medications in the United States and are commonly used to treat a variety of medical conditions.

But although popping a pill may make the pain go away, it may do some damage to your ears.

According to a study by researchers at Brigham and Women's Hospital (BWH), women who took ibuprofen or acetaminophen two or more days per week had an increased risk of hearing loss. The more often a woman took either of these medications, the higher her risk for hearing loss. Also, the link between these medicines and hearing loss tended to be greater in women younger than 50 years old, especially for those who took ibuprofen six or more days per week.

There was no association between aspirin use and hearing loss.

The study will be published in the September 15, 2012 issue of the American Journal of Epidemiology.

The researchers prospectively examined the relationship between frequency of aspirin, ibuprofen and acetaminophen use and risk of hearing loss among women in the Nurses' Health Study II.

Data from 62,261 women ages 31 to 48 years at baseline was studied. The women were followed for 14 years, from 1995 to 2009. Ten thousand and twelve women self-reported hearing loss.

Compared with women who used ibuprofen less than once per week, those who used ibuprofen 2 to 3 days per week had a 13 percent increased risk for hearing loss, while women who used the medication 4 to 5 days per week had a 21 percent increased risk. For those who used ibuprofen six or more days per week, the increased risk was 24 percent.

Compared with women who used acetaminophen less than once per week, women who used acetaminophen 2 to 3 days per week had an 11 percent increased risk for hearing loss, while women taking the medicine 4 to 5 days per week had a 21 percent increased risk.

"Possible mechanisms might be that NSAIDs may reduce blood flow to the cochlea?the hearing organ?and impair its function," said first study author Sharon G. Curhan, MD, BWH Channing Division of Network Medicine. "Acetaminophen may deplete factors that protect the cochlea from damage."

Curhan notes that although analgesics are widely available without a prescription, they are still medicines that carry potential side effects.

"If individuals find a need to take these types of medications regularly, they should consult with their health care professional to discuss the risks and benefits and to explore other possible alternatives," said Curhan.

Over 50 percent of American adults suffer from high-frequency hearing loss by the time they reach 60 years old. One-third of women in their 50s and nearly two-thirds in their 60s have experienced hearing loss.

According to the World Health Organization, adult-onset hearing loss is the sixth most common disease burden in high-income countries.

Shoe factory fire in Pakistan kills 25 people

LAHORE, Pakistan (AP) ? A fire that broke out in a factory in eastern Pakistan on Tuesday killed 25 people when sparks from a generator hit chemicals used to make shoes, a Pakistani police officer said.

Senior police officer Multan Khan said three people were also injured in the blaze at the factory in Lahore, the capital of Punjab province. Some of the people died from suffocation while others burned alive when the flames ripped through the chemicals, he said.

The fire erupted when people in the building were trying to start their generator after the electricity went out. Sparks from the generator made contact with the chemicals, igniting the blaze.

Pakistan faces widespread blackouts, and many people use generators to provide electricity for their houses or to run businesses. The fire is likely to add to public outrage over the government's failure to provide sufficient power.

Firefighters broke holes in the solid brick walled buildings to reach victims inside. At the morgue, bodies were lined up on a hallway floor, covered with white sheets.

One of the workers, Muhammad Shabbir, said he had been working at the factory for six months along with his cousin. He said all the chemicals and the generator were located in the garage, which was also the only way out of the building. When the fire ignited, there was no way out. Shabbir said he had just gone outside the factory when the fire started but his cousin was severely burned and died at the hospital.

Pakistani Prime Minister Raja Pervaiz Ashraf in a statement expressed his shock and grief over the deaths.

Many people in Lahore have set up shoe factories at homes and in residential areas. Many of the factories are ill-equipped and often lack modern fire safety equipment such as fire extinguishers or sprinklers.

In another fire in the southern port city of Karachi, 24 people were injured when a blaze broke out in a garment factory, said Dr. Karar Abbasi at the Civilian Hospital of Karachi. Some of the workers were injured when they jumped from the burning building, he said.

Pakistani television showed pictures of what appeared to be a three-story building in Karachi with flames leaping from the top-floor windows and smoke billowing into the night sky.

Apple slashes its chip order from Samsung

Samsung chips are equipped in Apple's iPhone

US based iPhone maker, Apple, has reduced its order with its main supplier and competitor Samsung for memory chips which will be equipped into its iPhone 5, in a bid to expand supply lines and reduce dependence on Samsung.

Samsung has been a key producer of micro processors, flat screens and memory chips, including both dynamic random access memory (DRAM) chips and NAND memory chips, for Apple's iPhone, iPad and iPod.

According to The Korea Economic Daily, Apple instead selected Japan's Toshiba, Elpida Memory ELPDK.PK and Korea's SK Hynix to deliver DRAM and NAND chips.

Simultaneously, Apple is anticipated to install Sharp's in-cell displays for its upcoming iPhone 5, in a bid to reduce expenses.

The new displays are claimed to be less expensive to manufacture over the earlier which were provided by Samsung.

The new reduced orders from Apple is said to have been prompted by a souring relationship between the two firms, which are currently involved in global patent disputes.

Syrian baby found alive in rubble

When Tracey Shelton, a correspondent for GlobalPost, arrived in a Syrian neighborhood that had been bombed earlier on Monday, rescuers had spent six hours digging through rubble and had unearthed the bodies of seven children and their father.

Then, beneath the pile of chalky dust and broken concrete slabs, she reported, they found the mother, dead, holding her 1-year-old son, Hassan. ?He was discovered unscathed, still cradled in her lifeless arms,??Shelton said in her report.

For the men who found Hassan, he became a symbol of hope amid the devastation consuming the Syrian city of Aleppo.


?He stayed for around six hours underground until we got him out with our simple tools ? and thank God, he survived,? one of the rescuers told Shelton. ?His whole family was martyred but God willing he will see the death of Bashar and all of his people.?

They rushed Hassan to a hospital, where medics ripped away his clothing. He was covered in a white powdery substance and he looked confused and overwhelmed.

At the hospital, the only ambulance driver ? formerly a fashion designer -- told Shelton that planes attack crowded places like hospitals and bread factories.

?There are so many people gathered there from early morning,? he said.

In Syria, the 18-month uprising against President Bashar al-Assad has claimed the lives of 26,000 people, according to activists? estimates. The battle for Aleppo, where Hassan was found, has lasted for more than a month, as Assad's army tries to oust the rebels.

Meanwhile, the U.S. has sent a dozen spies and diplomats to the border between Syria and Turkey to advise rebel forces in their mismatched fight against Assad?s forces, The Associated Press reported.

The Obama administration wants to help the rebels tactically and with non-lethal support like encrypted radios but does not want to contribute weapons, officials told the AP.

United Nations Secretary-General Ban Ki-moon has maintained pressure on the Security Council ? made up of China, France, Russia, the U.K. and the U.S. ? to protect Syrians.

"We have seen the immense human cost of failing to protect," he said.

Audi has released official details and images of the new 2013 RS5 Cabriolet in its full 450 horsepower drop-top glory. According to the release information below, customers can request to have the limited top speed raise to 174 mph. (AP) ? As they began deliberations Wednesday, jurors in Drew Peterson's trial immediately zeroed in on the case's trickiest issue: whether to believe secondhand hearsay statements that would often be barred from consideration in a criminal court.

Because of a botched initial investigation, detectives collected no fingerprints, strands of hair or any other physical evidence in the death of Peterson's third wife. So Illinois legislators passed a law aimed specifically at the former suburban Chicago police officer. That allowed prosecutors to pursue a conviction based substantially on statements Peterson's ex-wives made to friends and acquaintances.

After less than two hours of deliberations, jurors sent a flurry of notes to the judge asking for transcripts relating to hearsay that implicated Peterson. Forty-year-old Kathleen Savio was found dead in her bathtub in 2004, her hair soaked in blood and a gash on the back of her head.

Hearsay is any information reported by a witness that is not based on the witness' direct knowledge.

During five weeks of testimony, witnesses described statements Savio allegedly made about threats from her estranged husband and statements Peterson's fourth wife, 23-year-old Stacy Peterson, made before she disappeared in 2007.

Some defense attorneys worry that the trial ? the first in Illinois history to rely so heavily on hearsay ? could fundamentally alter how prosecutors and defense attorneys handle murder cases in this state and around the country.

"The legal issues here are extraordinary," said Phil Turner, a Chicago defense attorney and former federal prosecutor. "If this sets a precedent, more people will get convicted because someone testifies that someone told them something."

Heading into the trial, prosecutors described the hearsay evidence as offering Savio and Stacy Peterson the opportunity to speak to jurors "from their graves."

But the challenge for the jury is deciding if those words ? recounted secondhand in court ? are believable.

Jurors ended their first day of deliberations without reaching a verdict and were expected to return Thursday.

In closing arguments, the prosecution said the fact that more than a half-dozen witnesses cited conversations with Savio and Stacy Peterson that implicated Drew Peterson made those statements all the more believable.

But defense attorney Joe Lopez said the women's comments were no more credible than water-cooler gossip.

"How many times are you at work and you hear someone say something about someone. They're lying!" he told the jury.

The defense has also lashed out at Savio and Stacy Peterson's own credibility.

Lead defense attorney Joel Brodsky told jurors at the start of the trial that Savio was "bonkers" and prone to wild exaggeration ? especially in the thick of her acrimonious divorce from Peterson in the years before she died.

One of the notes sent to the judge asked for transcripts of testimony from Stacy Peterson's pastor, Neal Schori, who presented some of the trial's most dramatic hearsay.

Stacy Peterson cried in a meeting with Schori not long before she vanished, he testified. She told Schori that Peterson got up from bed in the middle of the night and left the house around the time of Savio's death. At dawn, she saw him putting woman's clothes into a washing machine that weren't hers, Schori said.

"She was very scared," Schori told jurors.

Jurors also asked for transcripts of attorney Harry Smith, who testified that Stacy Peterson called him three days before her disappearance seeking advice on divorcing Peterson, who was 30 years her senior.

Smith was called by the defense in a bid to dent Stacy Peterson's credibility. He told jurors she asked about whether she could extort her husband by threatening to tell police he killed Savio.

But Smith's testimony seemed to backfire on the defense as he repeatedly stressed to jurors that Stacy Peterson sincerely believed Drew Peterson had killed Savio.

Kathleen Zellner, a defense attorney who observed some of the testimony, predicted that jurors would accept the hearsay as credible because the judge deemed it admissible.

"They won't agonize over it," she said. "I think they will just accept it on face value. They'll think, 'The judge wouldn't let it come in if it was mere water-cooler talk.'"

The reputation for tactlessness that Peterson earned during a national media blitz before his 2009 arrest could work against him now, added another Chicago attorney, Michael Helfand.

After Stacy Peterson vanished, her husband joked about organizing a "Win a Date with Drew" contest" and discussed appearing on a reality TV show about a Nevada brothel.

"If he were a more sympathetic person, jurors might say, 'Hey, we can't put a guy in prison on the basis of'" secondhand information, Helfand said. "That'd be persuasive if he wasn't perceived as a scumbag."

Though jurors appeared to leap immediately into the hearsay evidence, it became clear later in the day that they also hadn't resolved another critical question: Was Savio's death even a murder?

Jurors sent another note asking for photographs of Savio's body as it was found jammed into her bathtub. They also wanted autopsy photos, including one of Savio's skull cut away to reveal her brain.

Prosecutor Chris Koch told jurors Tuesday it would have been impossible for Savio to suffer the wound on the back of her head and 14 bruises on the front of her body unless someone had attacked her.

"How can you get (all those wounds) in one fall?" he asked. "You can't."

Lopez conceded that fatal slips in bathtubs are one in a million, but he insisted all the evidence suggests that's just what happened to Savio.

"Are you trying to tell me no one has ever slipped in a bathtub before?" he asked. "That's why they sell rubber mats with suction cups on them."

Peterson has pleaded not guilty to first-degree murder in Savio's death. He was charged only after Stacy Peterson disappeared and Savio's body was exhumed and re-examined. Her death was reclassified from an accident to a murder.

Prosecutors were barred from mentioning that Stacy Peterson is presumed dead and that her husband is the lone suspect in her disappearance, although he has never been charged.

CHARLOTTE, N.C. ? Democratic Sen. Bill Nelson faces a tough fight this fall that could determine which party controls the Senate, but the governor?s race two years from now inspired more passion at this week?s Florida delegation breakfasts at the Democratic National Convention.

Calls for President Obama?s reelection were a surefire applause line for the many speakers who appeared before the hundreds of delegates and activists each morning. Calls for unseating Republican Gov. Rick Scott in 2014 got nearly equal responses.

University of South Florida political scientist Susan MacManus, attending the convention as an analyst for a Tampa TV station, marveled at how little attention was given to Nelson?s race.

?I?ve never in all my years of following politics seen so much focus on the governor?s race when you have one of the premiere U.S. Senate races in the entire country in your back yard,? MacManus said.

FRANKFURT, Germany (AP) - Ladies and gentlemen, the Vice-President and I are very pleased to welcome you to our press conference. We will now report on the outcome of today's meeting of the Governing Council, which was also attended by the President of the Eurogroup, Prime Minister Juncker, and by the Commission Vice-President, Mr Rehn.

Based on our regular economic and monetary analyses, we decided to keep the key ECB interest rates unchanged. Owing to high energy prices and increases in indirect taxes in some euro area countries, inflation rates are expected to remain above 2 percent throughout 2012, to fall below that level again in the course of next year and to remain in line with price stability over the policy-relevant horizon. Consistent with this picture, the underlying pace of monetary expansion remains subdued. Inflation expectations for the euro area economy continue to be firmly anchored in line with our aim of maintaining inflation rates below, but close to, 2 percent over the medium term. Economic growth in the euro area is expected to remain weak, with the ongoing tensions in financial markets and heightened uncertainty weighing on confidence and sentiment. A renewed intensification of financial market tensions would have the potential to affect the balance of risks for both growth and inflation.

It is against this background that the Governing Council today decided on the modalities for undertaking Outright Monetary Transactions (OMTs) in secondary markets for sovereign bonds in the euro area. As we said a month ago, we need to be in the position to safeguard the monetary policy transmission mechanism in all countries of the euro area. We aim to preserve the singleness of our monetary policy and to ensure the proper transmission of our policy stance to the real economy throughout the area. OMTs will enable us to address severe distortions in government bond markets which originate from, in particular, unfounded fears on the part of investors of the reversibility of the euro. Hence, under appropriate conditions, we will have a fully effective backstop to avoid destructive scenarios with potentially severe challenges for price stability in the euro area. Let me repeat what I said last month: we act strictly within our mandate to maintain price stability over the medium term; we act independently in determining monetary policy; and the euro is irreversible.

In order to restore confidence, policy-makers in the euro area need to push ahead with great determination with fiscal consolidation, structural reforms to enhance competitiveness and European institution-building. At the same time, governments must stand ready to activate the EFSF/ESM in the bond market when exceptional financial market circumstances and risks to financial stability exist - with strict and effective conditionality in line with the established guidelines. The adherence of governments to their commitments and the fulfilment by the EFSF/ESM of their role are necessary conditions for our outright transactions to be conducted and to be effective. Details of the Outright Monetary Transactions are described in a separate press release.

Furthermore, the Governing Council took decisions with a view to ensuring the availability of adequate collateral in Eurosystem refinancing operations. The details of these measures are also elaborated in a separate press release.

Let me now explain our assessment in greater detail, starting with the economic analysis. Recently published statistics indicate that euro area real GDP contracted by 0.2 percent, quarter on quarter, in the second quarter of 2012, following zero growth in the previous quarter. Economic indicators point to continued weak economic activity in the remainder of 2012, in an environment of heightened uncertainty. Looking beyond the short term, we expect the euro area economy to recover only very gradually. The growth momentum is expected to remain dampened by the necessary process of balance sheet adjustment in the financial and non-financial sectors, the existence of high unemployment and an uneven global recovery.

The September 2012 ECB staff macroeconomic projections for the euro area foresee annual real GDP growth in a range between -0.6 percent and -0.2 percent for 2012 and between -0.4 percent and 1.4 percent for 2013. Compared with the June 2012 Eurosystem staff macroeconomic projections, the ranges for 2012 and 2013 have been revised downwards.

The risks surrounding the economic outlook for the euro area are assessed to be on the downside. They relate, in particular, to the tensions in several euro area financial markets and their potential spillover to the euro area real economy. These risks should be contained by effective action by all euro area policy-makers.

Euro area annual HICP inflation was 2.6 percent in August 2012, according to Eurostat's flash estimate, compared with 2.4 percent in the previous month. This increase is mainly due to renewed increases in euro-denominated energy prices. On the basis of current futures prices for oil, inflation rates could turn out somewhat higher than expected a few months ago, but they should decline to below 2 percent again in the course of next year. Over the policy-relevant horizon, in an environment of modest growth in the euro area and well-anchored long-term inflation expectations, underlying price pressures should remain moderate.

The September 2012 ECB staff macroeconomic projections for the euro area foresee annual HICP inflation in a range between 2.4 percent and 2.6 percent for 2012 and between 1.3 percent and 2.5 percent for 2013. These projection ranges are somewhat higher than those contained in the June 2012 Eurosystem staff macroeconomic projections.

Risks to the outlook for price developments continue to be broadly balanced over the medium term. Upside risks pertain to further increases in indirect taxes owing to the need for fiscal consolidation. The main downside risks relate to the impact of weaker than expected growth in the euro area, particularly resulting from a further intensification of financial market tensions, and its effects on the domestic components of inflation. If not contained by effective action by all euro area policy-makers, such intensification has the potential to affect the balance of risks on the downside.

Turning to the monetary analysis, the underlying pace of monetary expansion remained subdued. The annual growth rate of M3 increased to 3.8 percent in July 2012, up from 3.2 percent in June. The rise in M3 growth was mainly attributable to a higher preference for liquidity, as reflected in the further increase in the annual growth rate of the narrow monetary aggregate M1 to 4.5 percent in July, from 3.5 percent in June.

The annual growth rate of loans to the private sector (adjusted for loan sales and securitisation) remained weak at 0.5 percent in July (after 0.3 percent in June). Annual growth in MFI loans to both non-financial corporations and households remained subdued, at -0.2 percent and 1.1 percent respectively (both adjusted for loan sales and securitisation). To a large extent, subdued loan growth reflects a weak outlook for GDP, heightened risk aversion and the ongoing adjustment in the balance sheets of households and enterprises, all of which weigh on credit demand. Furthermore, in a number of euro area countries, the segmentation of financial markets and capital constraints for banks continue to weigh on credit supply.

Looking ahead, it is essential for banks to continue to strengthen their resilience where this is needed. The soundness of banks' balance sheets will be a key factor in facilitating both an appropriate provision of credit to the economy and the normalisation of all funding channels.

To sum up, the economic analysis indicates that price developments should remain in line with price stability over the medium term. A cross-check with the signals from the monetary analysis confirms this picture.

lthough good progress is being made, the need for structural and fiscal adjustment remains significant in many European countries. On the structural side, further swift and decisive product and labour market reforms are required across the euro area to improve competitiveness, increase adjustment capacities and achieve higher sustainable growth rates. These structural reforms will also complement and support fiscal consolidation and debt sustainability. On the fiscal front, it is crucial that governments undertake all measures necessary to achieve their targets for the current and coming years. In this respect, the expected rapid implementation of the fiscal compact should be a main element to help strengthen confidence in the soundness of public finances. Finally, pushing ahead with European institution-building with great determination is essential.

Mass GOP files complaint against Dykema over campaign contributions

The Massachusetts Republican Party today filed a complaint with the Office of Campaign and Political Finance accusing state Rep. Carolyn Dykema of illegally accepting corporate contributions to her campaign.

The Holliston Democrat accepted donations from four corporations toward raffle prizes at her annual Senior Picnic on Aug. 21 in Hopkinton, the GOP charges in a letter to OCPF Director Michael Sullivan.

?According to M.G.L. 55:8, a candidate cannot accept anything of value from a corporation to help a candidacy,? Mass. GOP Executive Director Nate Little wrote. ?We believe that Representative Dykema solicited these contributions, and insist that these businesses are not responsible for donating to Representative Dykema?s efforts.?

The corporations named in the complaint are Bird in Hand LLC, Colella?s Super Market, Inc, Fiske?s General Store, Inc. and Red Barn Coffee Roasters, Inc.

Little added that other ?gifts? to the picnic from other companies listed in a Dykema newsletter were not listed as in-kind contributions to her campaign.

?We respectfully request that you act upon these issues quickly as Representative Dykema should not be able to benefit from these corporate donations during this election season,? Little wrote.

In a press release, Little called for Dykema to ?do the right thing? and return all the funds raised in connection with the picnic immediately.

?We hope that the Office of Campaign and Political Finance takes immediate action to hold her accountable for skirting the laws set up to keep corporate interests out of government,? he said.

Reached this afternoon, Dykema denied the GOP?s allegations.

"This is not a campaign event. This is an annual event I hold during campaign years and non-campaign years,? she said.

The senior picnic dates back about 20 years, she said, and was sponsored by the representatives before her.

?If there is in fact a problem I will rectify it, but this event is totally in support of our local seniors,? she said.

The donations in questions were gift cards raffled off directly to seniors, she said.

?These contributions didn?t come to me,? she said, nor did she solicit donations of any kind at the event.
